e-Notary


Information system e-Notary is computer software for the compilation of notarial deeds and simultaneously serving the basis for a digital archive, enabling communication with other eGov registers, that guides and assists the notary upon obtaining and entering data necessary for the elaboration of a contract. E-Notary uses ID-card (PKI) for authentication and X-road (secure data exchange layer) for secure enquiries..

Benefits

The participants of the project (Chamber of Notaries, Ministry of Justice, RIK) made a joint effort to reach common goals: simplicity, speed and efficiency in performing notaries’ tasks. As a result of the co-operation e-Notary system is secure way of doing notaries’ everyday work and has increased notaries work efficiency. All clients can securely get a legally valid copy of the contract electronically from the e-government portal (www.eesti.ee) for free.

History

Since January 1st, 2007, all Estonian notaries have to use e-Notary. The implementation process duration for the first part of the functionality was approximately 8 months since the first pilot in one of the biggest notary offices in Estonia.   E-Notary is a European Union-funded project.

Microsoft .NET, C# and Microsoft SQL Server 2005 based system.

E-notary has been presented and highlighted in several events around Europe. E-Notary has been very well accepted by Estonian notaries. More than 90% of Estonian notaries assure that e-notary has improved their work speed, quality and security.
